ECB U13 County Cup - Sussex v Surrey

The ECB has awarded this match to Sussex after Surrey included a player who was also required by his Club, who were playing in a Regional Final of the MCC Spirit of Cricket Under 13 National Club Championship.
Counties were informed by letter on October 20 2005 that: “When making arrangements for the fixtures (in the Under 13 County Cup) please will you ensure that you avoid clashes with dates that are set for the MCC Spirit of Cricket U13 National Club Championship. In the later stages of the Club Championship, County Final onwards, the club involved will have first call on the player’s services…” and the same letter confirmed that the Regional Finals for the South & South East Group would be on Tuesday July 18 2006.
When it became clear that the Sussex v Surrey fixture would clash with the Regional Final it was agreed between the ECB, Surrey Board officials and the Club that the player would play for the Club. Unfortunately an intervention from a Surrey Board official led to the player playing for Surrey instead of for the Club.
Taking into account the priorities clearly established in October 2005 and the agreement reached between the ECB, Surrey and the Club, which Surrey have acknowledged, the ECB has awarded the match to Sussex on the basis that Surrey played an ineligible player. In addition they have imposed a one point penalty on Surrey for breaching the agreement that the player would play for his Club. The ECB expects that Surrey will take appropriate action following this incident.
The ECB reserves the right to take similar or more stringent action in the future and urges all Counties to avoid the scheduled dates for the National stages of ECB Club Competitions and to communicate with those Clubs that reach the National stages of these competitions to ensure that players are available to the Club if the Club requests their release from County duty.
The Under 13 County Cup Group 8 table has been updated to reflect this decision.
