The Pakistan Cricket Board has deferred a decision on the proposed triangular series in South Africa until September 13.
The PCB had mooted a triangular tournament, also involving Sri Lanka, in compensation for the postponement of the ICC Champions Trophy, but those plans have been hit as Cricket South Africa has not been able to recruit sponsors and broadcasters for the tournament.
Sri Lanka too are yet to confirm participation and have reportedly demanded a $1million appearance fee, a sum which the PCB - already struggling with financial losses - is unable to play.
"Nothing is finalised yet," Syed Ali Raza, head of the International Cricket Committee of the PCBm told reporters following a meeting with PCB officials.
"We have several options and will weigh all pros and cons before making a final decision on September 13."
The PCB's chief operating officer said one option is to play a bilateral Twenty20 competition with South Africa.
Pakistan have not played a Test at home this year and Raza said it was imperative that the players get some international cricket.
"We have a lot of postponements this year," he said. "Australia postponed their tour and efforts to arrange some other series also fell through.
"We are desperately trying to arrange some cricket for our team and hopefully we will manage to get some."
