2023 Fixed Penalty Directive Breaches

Penalties remain on player records for a period of two years. The accumulation of nine or more penalty points in any two-year period will result in an automatic suspension.

Three-Point Penalties 

The umpires reported Dominic Bess’s conduct during Yorkshire’s LV= County Championship match against Leicestershire on 6-9 April 2023. The matter was considered by the Match Referee, Wayne Noon, who determined that the offence was at Level 1 of the ECB Directives: 1(b) wilfully mistreating any part of the cricket ground, equipment or implements used in the match. This offence incurs a 3-point penalty as it is the player’s second offence within 24 months. 

The umpires reported Colin de Grandhomme’s conduct during Lancashire’s LV= County Championship match against Essex on 13-16 April 2023. The matter was considered by the Match Referee, Mike Smith, who determined that the offence was at Level 2 of the ECB Directives: 2(d) throwing the ball at a player, umpire or another person in an inappropriate and dangerous manner. This offence incurs a 3-point penalty. 

The umpires reported Dan Lawrence’s conduct during Essex’s LV= Insurance County Championship match against Nottinghamshire on 18 – 21 May 2023. The matter was considered by the match referee, Will Smith who determined that the offence was at Level 1 of the ECB Professional Conduct Regulations: 1(b) wilfully mistreating any part of the cricket ground, equipment or implements used in the match. This offence incurs a 3-point penalty as it is the player’s second offence within 24 months. Lawrence now holds 6 penalty points.  

The umpires reported Chris Benjamin’s conduct during Birmingham Bears’ Vitality Blast match against Leicestershire on 26 2023. The matter was considered by the match referee, Phil Whitticase who determined that the offence was at Level 1 of the ECB Professional Conduct Regulations: 1(c) showing dissent at an umpire’s decision by word or action. This offence incurs a 3-point penalty as it is the player’s third offence within 24 months. Benjamin now holds 6 penalty points.  

The umpires reported Matthew Waite’s conduct during Worcestershire’s LV= County Championship match against Yorkshire on 10-13 July 2023. The matter was considered by the Match Referee, Dean Cosker, who determined that the offence was at Level 1 of the ECB Directives: 1(b) wilfully mistreating any part of the cricket ground, equipment or implements used in the match. This offence incurs a 3-point penalty as it is the player’s second offence within 24 months. 

 The umpires reported Dillon Pennington’s conduct during Worcestershire’s LV= County Championship match against Gloucestershire on 29 July 2023. The matter was considered by the Match Referee, Simon Hinks, who determined that the offence was at Level 2 of the ECB Directives: 2(d) throwing the ball at a player, umpire, or another person in an inappropriate and dangerous manner. This offence incurs a 3-point penalty (level 2) and is the player’s first offence within 24 months. 

The umpires reported Phil Salt’s conduct during Manchester Originals Hundred (Men’s) match against Trent Rockets on 17 August 2023. The matter was considered by the match referee, James Whitaker, who determined that the offence was at Level 1 of the ECB Professional Conduct Regulations:1(b) wilfully mistreating any part of the cricket ground, equipment or implements used in the match. This offence incurs a 3-point penalty as it is a second offence in the Hundred this season.  

The umpires reported Mickey Edward’s conduct during Yorkshire’s 2nd XI County Championship match against Lancashire on 6th September 2023. The matter was considered by the Match Umpires, Bilal Shafayat and Phil Prince, who determined that the offence was at Level 2 of the ECB Directives: 2(d) throwing the ball at a player, umpire or another person in an inappropriate and dangerous manner. This offence incurs a 3-point penalty. 

The umpires reported Tom Haines’s conduct during Sussex’s County Championship match against Leicestershire on 13th September 2023. The matter was considered by the Match Referee, Wayne Noon, who determined that the offence was at Level 1 of the ECB Directives: (1i) any other misconduct, the nature of which is, in the opinion of the umpires, equivalent to a Level 1 offence This offence incurs a 3-point penalty. 

The umpires reported Jack Carson’s conduct during Sussex’s County Championship match against Leicestershire on 13th September 2023. The matter was considered by the Match Referee, who determined that the offence was at Level 2 of the ECB Directives: 2(b) making inappropriate and deliberate physical contact with another player; This offence incurs a 3-point penalty.  

The umpires reported Adam Lyth’s conduct during Yorkshire LV County Championship match against Worcestershire on 28th September 2023. The matter was considered by the match referee, James Whitaker, who determined that the offence was at Level 1 of the ECB Professional Conduct Regulations: 1(c) showing dissent at an umpire’s decision by word or action. This offence incurs a 3-point penalty as it is the player’s second offence within 24 months. The matter was considered by the match referee, Steve Davis, who determined that the offence was at Level 1 of the ECB Professional Conduct Regulations: 1(b) wilfully mistreating any part of the cricket ground, equipment or implements used in the match. This offence incurs a reprimand.
